Box 1523 <br />Longmont, Colorado 80501 <br />Re: CASH MINE Amendment, Permit No. M-83-141 <br />Dear Mr. Steen: <br />III III III III I'll III <br />During the week of September 1-7, 1985, the Division inspected the Climax and <br />Henderson Mines operated by Climax Molybdenum Company, a division of Amax. <br />These inspections have caused the Division to re-evaluate your proposed <br />reclamation plan and have raised the following concerns. <br />Besides the above, we have done some internal discussions related to the <br />proposed storage of water in underground workings. This discussion has raised <br />a number of concerns as addressed below. <br />Please respond to the following no later than September 23, 1985. <br />Tailings Reclamation <br />1. The research plots and reclamation that has been accomplished to date at <br />the Henderson Mine reveals that reclamation of tailings that have been limed <br />is nearly impossible and do not meet the mandate of the law pertaining to <br />revegetation. This is true no matter what the depth of soil placed over the <br />limed tailings. The only way to properly reclaim tailings is to place a rock <br />capillary barrier between the tailings and the topsoil medium. This rock <br />barrier inhibits the upward migration of contaminants from the tailings thus <br />preserving the topsoil medium. Therefore, it is necessary to change your <br />proposed reclamation plan by installing a minimum two foot rock capillary <br />barrier between the tailings and the topsoil medium. Please discuss in detail <br />where this material will be obtained, how it will be placed over the tailings, <br />depth of topsoil, etc. <br />2. Will the tailings pond area be lined with a commercially available liner <br />(eg.: PVC or Hypalon)? If not, will the tailings be compacted to 10~ to <br />inhibit or reduce infiltration? If not, how will the area be protected from <br />movement of water into and through the tailings pile? <br />3.
