June / 996 H-G Coal Company • Facihties Area Phase /Bond Release Application ~ 3 <br />Reclamation activities completed at the mine followed the approved <br />reclamation plan. <br />MR- 03 summarized the removal and reclamation activities performed in <br />the facilities area. As part of MR-03, HGCC submitted maps which show <br />the pre-reclamation and post-reclamation topography as well as a series of <br />topographic cross-sections for the shop warehouse area. The seed mixture <br />used to re-seed the disturbed area was the mixture approved in TR-51. <br />Map 1, Facilities Area Reclamation Map, acomputer-generated map based <br />on aerial photography datum photographed December 3, 1987 shows the <br />post-mining topography for the three facility areas and topsoil piles <br />reclaimed during 1987 and addressed in this bond release application. The <br />existing post-mining topography is similar to the proposed post-mining <br />topography as shown on Exhibit D, Final Reclamation Map, of the approved <br />Mine Permit Application. <br />Subsequent to reclamation, HGCC has performed vegetation sampling of <br />the reclaimed facility areas and topsoil piles, most recently in 1990 and <br />1993. The 1993 vegetation sampling indicated an improvement in <br />revegetation cover over the 1990 sampling and overall excellent <br />revegetative success (Hayden Gulch Mine, 1993 Annual Report, HGCC, <br />1994). The average percent cover for those areas reclaimed in 1987 is 62% <br />with a litter cover of 35%, which corresponds to a range cover condition <br />rating of 97%. The average percent cover of 62% is greater than the <br />weighted mean for the reference area (59.7%). <br />17) Copies of the written notice to seek release to parties identified in Rule 3.03.2(1): <br />• A copy of the bond release application notification letter and a listing of the <br />interested parties identified in Rule 3.03.2(1) are included in Section 2.0. <br />18) Copy of Newspaper Advertisement: <br />• A copy of the newspaper advertisement is included in Section 3.0. The <br />advertisement will be published weekly for four consecutive weeks in the <br />Steamboat Pilot. The Proof of Publication will be submitted to the Division <br />as soon as HGCC receives receipt of publication. <br />1.2 REQUIREMENTS FOR PHASE I BOND RELEASE <br />The following information is submitted to meet the requirements for Phase 1 Bond Release on the <br />45.1 acres previously utilized for mine site support facilities including the shop/warehouse area, <br />explosive storage area, landfill area, the road corridor between the landfill and explosive storage <br />areas, and the topsoil piles "A", "B" and "C". The location of the aeeas are shown on Map I, <br />Facilities Area Reclamation Map. The areas were all reclaimed in 1987. HGCC is requesting 60% <br />release of the current $170,846 bond liability for a total amount of $102,508. The Facilities Area <br />Phase 1 bond liability release amount was calculated using costs and production schedules developed <br />by HGCC as part of the Mine Site Area Phase I Bond Release Application.
