The top two inches of topsoil shall be left in <br />a loose and friable condition. Although fertilizer shall <br />be added, the purpose of the mining operation is extraction <br />of a soil additive (gypsite) and the soils are naturally <br />cpnducive to revegetation (see Exhibit I, Soils). No <br />vegetation will take place on haul roads, storage areas, <br />or other areas within the Zones 1 or 2 until such time as <br />these areas are not needed for further operations. <br />D. The reclamation plan is based on the general physiographic <br />character of the area, the existing uses of the site and <br />adjacent lands, and the capabilities of the site and <br />soils to sustain the proposed revegetation. Its purpose <br />is to secure a quickly established growth cover to hold <br />• soil and provide a diverse and effective base for natural <br />regeneration of other native species not used in revegeta- <br />• tion. In order to speed up natural succession, potted <br />pinon-junipers will be supplemented in Phase 3 where this <br />has not naturally occurred to that point. The final result <br />will be an area similar in landform to that existing, <br />With similar species of plants and shrubs. and an enhanced <br />habitat that will serve both domestic and wild animal <br />~ species.
