(2) (B) Detailed estimate of the cost reclamation <br />(a) Cost of sealing portal <br />(b) Building removal costs <br />(c) Backfilling and grading costs <br />(d) Topsoil replacement costs <br />Total estimate for above items approximated at $ 25,000 by local <br />contractor. <br />(e) Reclamation costs for seed, seeding, mulching, and fertilizing <br />approximated at $1,000 by local biologist. <br />(2) (C) Plan for backfilling <br />(a) The regrading will be completed in two phases as follows: <br />Phase I includes the tasks below and assumes that the portals have <br />been backfilled and the buildings and coal handling facilities have been <br />removed and the trash has been hauled from the site and disposed of in an <br />approved manner. <br />1. Removal of the coal fines from the tipple bench out slope and <br />placement against the toe of the tipple bench cut slope for burial, <br />2. Removal of the pickup bed and other structures from the ditch <br />directing surface water off the tipple bench to the collection ditch <br />going to the sedimentation pond. The truck bed will be scrapped or <br />disposed of in an appropriate landfill. The concrete will be placed <br />against the toe of the bench cut slope for burial, <br />3. Removal and/or burial of the concrete structures and foundations. The <br />concrete will be either be placed at the toe of the bench cut slope or <br />buried in place provided a minimum of four feet of cover is provided, <br />4. Grading of the portal and tipple benches to the approximate original <br />contour using materials on site,estimated at 8,500 bank cubic yards. <br />The portion of the mine road just east of the branching to the benches <br />will be left in place to provide Gunnison County Road Commission <br />with a turn around for their snow plows. <br />5. Grading of the subsidence expression in the area behind the portals <br />and uphill of the fence on the west side of the mine disturbed area <br />with material from the bench areas. The subsidence expression <br />immediately behind the portal will be graded as part of the portal <br />bench reclamation. The remaining subsidence expressions, similar to <br />14. <br />
