'kCHNICAL REVI ON <br /> this Technical Revision to function concurrently as the 1996 Annual <br /> Report and benchmark for comparing changes to the property in <br /> subsequent years, therefore, the information is not related <br /> backwards to the previous year, but as a benchmark, sets forth the <br /> foundation conditions at play over the site as a means to track <br /> changes over subsequent years. The continued annual use of aerial <br /> photography makes this change necessary and should be viewed as a <br /> substantial improvement over previous years reports. <br /> With the use of aerial photography, accuracy is well within the range <br /> of accuracy (5-7 percent of area shown), while allowing for more <br /> affordable means to generate very precise images and <br /> measurements of activities occurring over the site over time (per <br /> annum). The overall picture should aid in site management to better <br /> secure and assure permit compliance while enhancing <br /> communications between the two organizations. <br /> This Revision provides a 10 year plan to fill the approximately 11.3 <br /> acre pond (Area Q in place at the site (a rate of apx. 1.2 acres/year), <br /> and any additional acreage determined by the course of <br /> determination of pre-law water for which any additional acreage of <br /> backfill must occur to bring the site into balance without the need for <br /> permanent augmentation. Additional backfilling would occur on the <br /> larger (Area B) lake. Preparations on an Amendment are underway <br /> to allow for the development of a lined pond instead of backfilling, <br /> again, to preclude the need for permanent water augmentation <br /> should backfilling of the ponds become impractical. <br /> Until such an Amendment can be produced and approved, a <br /> Temporary Plan of Augmentation will be submitted for approval <br /> with the State Engineer's Office. A Backfill Notice has been <br /> submitted in advance or tandem with this submittal to account for <br /> the use of plant fines, concrete, and other acceptable inert fill for <br /> purposes of backfilling the existing 11.3 acre fond and additional <br /> acreages of water within Area B. Backfill costs are not included since <br /> the pond is the default reclamation plan to be augmented for. <br /> Excavation and processing has ceased over the entire Pit 1 Area, <br /> with only the balance of Amendment 2 lands South of the St. Vrain <br /> Varra Companies, Inc. - Pit 1 - DMG Permit M-74-052 2 <br /> TECHNICAL REVISION OF 08/01/96. <br />
