Long <br />Drvi~ion Duecmr <br />I have reviewed the additional materials you gave me on the pilot testing procedure for the <br />proposed compaction testing program for the Deserado pile No. 4. It is unclear to me what was <br />actually done, or where the pilot testing locations were. I am also confused and a little <br />concerned by the "erroneous moisture readings" the equipment is reported to have generated. <br />A report needs to be written which clearly describes and documents the pilot testing <br />procedures, including the assumptions regarding erroneous instrument readings, and identifies <br />test locations to a higher degree than the one confusing paragraph you showed me. I previously <br />outlined the procedures which we requested be carried out in my memo of January 24, and we <br />verbally discussed these issues at the meeting with the operator on January 12. At this time, <br />I still have questions regarding the reliability of the pilot test data. Further, once the pilot test <br />data is verified, testing still needs to be carried out at random locations on the pile selected by <br />the Coal Program Staff. The pilot study was not intended to demonstrate overall compaction <br />results for the pile, but to assure that we would be getting accurate test results from the method <br />proposed. <br />Based on the confusion this whole approach seems to be creating for both us and the operator, <br />it may be more desirable to simply require test drilling of the piles in order to accurately <br />determine compaction/density values. <br />xc: Larry Routten M:\IMP\BR$\DESPILOT.MEM <br />
