EXHIBIT "E" <br />RECLAMATION PLAN <br />(a) Description of the tvpe of reclamation, reasons, earthmoving related to reclamation. <br />(i) The entire pit azea will be reclaimed as rangeland. This use was chosen by the <br />landowner as being consistent with the other acreage he owns around the affected area. The landowner <br />does not want the access road reclaimed. It will be left for his access to the southeast portion of the <br />ranch. <br />(ii) Earthmoving in reclamation will be fairly simple. Mining will leave a level pit floor <br />which will daylight to existing contours on the north and west perimeters. The. south and a part of the <br />east perimeter will be backsloped at 3H:1 V. Both the pit floor and backs lopes will be topsoiled. <br />Backsloping and topsoiling will be performed by front-end loaders and/or dozers. <br />(b) Comparison of the proposed Host-mining land use to other land uses in the vicinity. <br />As stated in (a)(i), rangeland is the landowner's choice for reclamation. This is consistent with the <br />adjoining land uses for many miles to the east and south. This is consistent with local zoning for the <br />area. <br />(c) <br />(1) There will be no backfilling as a part of the plan, since there will be no unused overburden <br />or waste materials. Neither will there be any toxic materials that could be leached. <br />(2) Grading will be done in a manner to control erosion and siltation of the affected lands. The <br />plan will protect azeas outside the affected land from slides or other damage. There will be no <br />highwalls to be stabilized. <br />i~° <br />(3) There will be no backfilling, as mining will leave the pit floor level, which also eliminates <br />grading except for backsloping. Backsloping will be performed in the mining op- eration. <br />(4) There will be no refuse, acid-forming or toxic producing materials mined or to be disposed <br />of. The only material involved will be sand and gravel, which is basically inert chemically. <br />
