<br />2.05.3(3)(e) <br /> <br />Portions of the haul road and conveyor corridor <br />are within 100 feet of the right-of-wa,y line of State Highway <br />133. By a letter dated February 28, 1991, the State of Colorado, <br />Department of Highways, notified Somerset Mining Company that it <br />is permissible for the proposed permit area to be within less <br />than 100 feet, measured horizontally, of the outside right-of-way <br />line of State Highway 133. All of the activities associated with <br />the Sanborn Creek Mine will be conducted on private land in <br />areas where the public has never had legal access. The mainline <br />of the railroad is located between the mine facilities and the <br />state highway. The proposed mining activities should not have <br />any adverse impact on the interests of the public. <br />The access and haul road which connects the filk <br />Creek Mine Area to State highway 133, as discussed in Section <br />2.05.3(3), Item Y, will be segregated into three sections for <br />discussion. The speed limit for all sections of this road is 15 <br />mph. The minimum turning radius for all road sections is 50- <br />feet. All three of the road sections are within the disturbed <br />area in accordance with Rule 4.05.2(4) and therefore are not <br />regulated under many of the performance standards under Rule <br />4.03. <br />The first section is the road from State Highway <br />133, which passes by the coal silo, up to the coal stockpile <br />area. This section of haul road is the only section that must <br />handle two way truck traffic in addition to all other traffic <br />leaving or entering the site. During peak hauling times, 120 <br />loads per day, a truck will be entering the site every four <br />minutes. This section of haul road is about 40 feet wide, gravel <br />surfaced with a maximum grade of 9%. The average grade of this <br />road is about 5%. The width and grade of this road section are <br />considered appropriate for the volume of traffic and weight and <br />speed of vehicles that use the road. A section view of this road <br />is presented as Section A-A on Drawing C8-1230, page 2.05-14ii. <br />The second section of the haul road extends from <br />the coal stockpile area to the truck dump. This section of road <br />only handles one way loaded truck traffic and other miscellaneous <br />site traffic. This section of haul road is about 24 feet wide, <br />gravel surfaced with a maximum grade of 8%. The width and grade <br />of this road section are considered appropriate for the volume of <br />traffic and weight and speed of vehicles that use the road. <br />2.05 - 13iv <br />Rev. 1:8-08-91 <br />
