Adequacy Review-TR No. 3 <br />July 21, 1993 <br />ROAD DESIGN AND RECLAMATION <br />Page 2 <br />1. Is the design of the current access road such that the weight <br />of haul trucks, empty or loaded, can be accommodated? TCC <br />should provide documentation in order to comply with Rule <br />4.03.2(1)(c). <br />Will the fill to the south of the existing access road be <br />stable such that the weight of haul trucks, empty or loaded, <br />can be accommodated? Please substantiate your response with <br />stability information. <br />3. In previous conversations with Mr. Fritzler, he indicated that <br />trucks may require maintenance when they are loaded with coal. <br />It may be misconstrued that having a truck loaded with coal on <br />a road should be considered a haul road, a road used for the <br />transportation of coal. The Division assumes that this road <br />would not be used for such purposes. Only in the rare <br />occasion that a truck loaded with coal would break down and <br />require maintenance in this area, would the road be traveled <br />by a loaded haul truck. If this is the case, then it should <br />be made clear in the permit that this is the intention and <br />purpose of this access road. <br />4. Rule 4.03.2(1)(f) requires all access roads to be removed and <br />reclaimed. Terror Creek has previously received consent from <br />the Division to leave a portion of the paved haul road and the <br />gravel access road. The Division believes this expanded area <br />of the access road should be removed as it would not be <br />required to access the house (office) and buildings following <br />reclamation. If roads are retained following cessation of <br />mining activities, the size of the road is reduced during <br />final reclamation. Rule 4.03.2(1)(f) does allow for retention <br />of roads if a demonstration can show that this extension will <br />meet the end land use of irrigated crop land and if the <br />landowner requests that the road be retained for further use. <br />If the enlarged area of the access road will be reclaimed, <br />then Map 10, Post Disturbance Topography, will not be required <br />to be updated. <br />MAPS <br />1. The locations of the non-coal waste disposal areas should be <br />added to the Facilities Map, Map 5, which was recently <br />approved in Minor Revision No. 10. <br />
