-, of mining operations and from off site soil stockpiles the
• city has available. A natural crown along the west side of
the site, on the shoulder of Fourmile Road, should prevent
' overhead water from Fo~_irmile Road from draining into the
Site, which if it occurs would result in erosion. This
situation should be monitored to ma4:.e sure this sediment
movement does not occur--some type of diversion structure
should be installed if this problem actors.
Final cutslopes should be left in the range of 4 to 1, with
none steeper than 3 to 1--otherwise rilling can occur due to
the steep slopes preventing the quick establishment of
vegetative cover. Most of the area can probably be graded
flat enough to prevent the need for erosion control
blan4::ets, but a suitable mulch material (grass hay and the
like) should be incorporated into the upper surface of the
soil to prevent wind and water erosion.
The rates of mulch and fertiliser, as well as the type of
grass species to be planted are included as attachments to
this plan. The seeding min; with Western wheatgrass and
Sheep fescue is preferred as these are welt adapted native
grasses: the other seeding mi~ comprises mainly introduced
species which wilt provide a somewhat quicker ground cover
at an economical cost. The use of (orbs for wildlife and
aesthetic p~_irposas is encouraged and is included on the
ECS-Q.. For general information about different types of
seedings, see also the enclosed "generir_" seeding
recommendation and comments.
The city will be responsible for obtaining any and all
necessary permits for the operation, including county road
ha~_iling permits, dust control permits, a possible Gorps of
Engineers 4~~4 Permit, and the 1 iF::e. The ~~?4 Permit should
not be necessary as the watercourse below the site does not
appear to be a livestream falling under the Corps permitting
regulations, plus fill or other material is not planned to "
be placed in the drainageway. However, because the
operation is fairly close to a wetland, and wetlands are
within the scope of the Carps ,jurisdiction regarding the
Clean Water Act, it may be wise to inform them of the
proposed activities in the area. Such notification would be
advisable in case an unforeseen situation--a 1~?~? year flood
event, for e::ample--arises.
For additional information a.bo~_it environmental and social
factors about the proposed operation, and other
rer_ommendations, see the enclosed "Mine Reclamation
Checklist and Review". This checL::tist briefly mat::es mention
of a crucial part of any reclamation success--that of F'ost
Establishment Management of the project.
