r , ,-. ` <br /> <br />Patricia Martinek <br />September 12,-1986 <br />Page 2 <br />remainder of Phase I is being hindered by the continued <br />existence of large stockpiles of processed material which <br />were improperly placed in that area, It is anticipated <br />that the remainder of Phase 2 reclamation and all of the <br />Phase II reclamation will be completed by November, 1987. <br />Current operations for the removal of gravel are <br />occurring just inside the Phase III boundary in the <br />area indicated on the map as Working Phase. In this <br />area reclamation is being completed immediately after <br />salable materials are removed. <br />For background purposes and to explain how this pit <br />became substantially in arrears as far as reclamation work <br />is concerned, I would like to briefly outline for you the <br />history of operations in this pit. <br />In May, 1978, the pit was leased to Schmidt-Tiago. <br />On January 22, 1981, Schmidt-Tiago's interest in the lease <br />was assigned to Palisade Construction Company as the result <br />of a corporate merger and acquisition. In May, 1984, <br />Palisade closed its operation and terminated its interest <br />in the pit. During the entire time Schmidt-Tiago and <br />Palisade Construction were the tenants and operators of <br />the pit, apparently no reclamation work was completed. In <br />an attempt to settle with Palisade in relay, 1984, when its <br />lease interest was terminated, Bar 70 accepted substantial <br />stockpiles of material from Palisade in lieu of Palisade <br />completing reclamation work. At the time, weather did not <br />permit any reclamation work, and Bar 70 feared unless these <br />materials were accepted, funds would never be available for <br />reclamation work. <br />Unfortunately, since May, 1984, the level of business <br />activity in the Meeker area has substantially dropped off <br />and the stockpiled materials have not been marketed. Therefore, <br />funds have not become available to complete reclamation and <br />the stockpiles themselves have remained an obstacle to <br />reclamation. I am in the final stages of completinq negotia- <br />tions for the sale and removal of all stockpiled materials and <br />reclamation work has been started. Continuing with the <br />reclamation work is dependent upon being able to continue to <br />operate the pit and hopefully the Mined Land Reclamation Board <br />will see fit to amend the previous reclamation plan and grant <br />an additional period for completing the reclamation work by <br />November, 1987. <br />Please contact me as soon as possible after you have had <br />
