Mr. Edgar Hunter 2 November 19, 1992 <br />Exhibit "C" -Pre-mining and Mining Plan Map of Affected Land <br />2) Has the operator identified all man-made structures that are located within <br />the area affected and within two hundred (200) feet of all boundaries of <br />such area in accordance with the Rule 2.1.2(4-(b) and (e17 <br />II. Exhibit D Mining Plan <br />31 On the revised page of 9/23192 the last paragraph the operator stated that <br />the mine will operate 24 hours a day, 7 days a week. If according to the <br />plan 100,000 tons of rock is moved each day, the total for the year will be <br />36,500,000 tons, not the 25,000,000 tons reported. Please clarify. <br />4) Please explain the statement on the mining plan which says "the ultimate <br />mine boundaries are unknown at this time." The Division, in order to <br />evaluate the required reclamation bond, requires the ultimate mine <br />boundaries and the extent of disturbance. <br />51 The operator stated that "Due to the ongoing district drainage of the Carlton <br />Tunnel, it is anticipated that there will be no groundwater encountered in the <br />Cresson mine." Please provide detailed quantitative groundwater data to <br />support your conclusion. Since very limited ground water data is provided it <br />is difficult for the Division to come up with that kind of conclusion. <br />Please also show in the permit area the location of the Carlton Tunnel so the <br />Division can see how the tunnel is used to capture most of the runoff from <br />the area. The Division also wants to know the relationship between the <br />leach field and the Carlton Tunnel. Please provide detailed maps to show <br />the relationships. <br />6) In order to properly evaluate the leach pad and waste rock area, please <br />provide the following: <br />a) Detailed composition of the compacted soil; <br />bl Detailed composition of the natural ground, which must include leach <br />tests for acid neutralization potential, acid generating potential and <br />metal leaching potential. Please also include composition of the <br />natural ground. <br />7) According to Rule 2.1.2(5)(d) the mining plans shall supply the following <br />information correlated with the affected lands, map(s) and timetables. <br />a) major disturbance; <br />b) moderate disturbance; or <br />c) minor disturbance <br />4 <br />For detailed clarification please refer to the Rules and Regulations. Please <br />provide this information in accordance with the Rules and Regulations. <br />
