<br /> <br />The technical revision submittal mainly consists of your cover letter, with an attached memo from Mr. A. <br />Clair Baldwin, the county weed officer. I have several general questions and comments listed below. <br />Please respond to each item as needed. <br />1. Though your January 9, 2001, letter does not specify this fact, the weed control plan you propose <br />to add is presumed to be specitically for noxious weeds, since A. Clair Baldwin's December 14, 2000, <br />memo mentions the "treatment for noxious weeds" at all pits, and describes the Russian knapweed <br />patches at the Lee Pit. If my interpretation is correct, and you are limiting this revision to noxious weeds, <br />no further clarification is needed. If you intend for this revision to include weeds besides those <br />considered noxious in Montrose County please clarify for me which additional ~ecies this revision is to <br />address. <br />2. Nlr. Baldwin's memo stated his office's commitment to inspect all county-operated pits for <br />noxious weeds and provide treatment as needed. He requested that your office provide him with a <br />complete list of these sites and their location descriptions, so such actions may be performed. Please <br />confirm to me that you have provided him with this list. <br />3. The memo from Mr. Baldwin contains sufficient information about the Russion kttapweed <br />infestations at the Lee Pit to consider the memo to be a "weed control plan." The necessary contents of <br />[Iris brief plan include: recognition of the need to inspect for noxious weeds at a site, identification of <br />which species are present, determination of which controls are appropriate, and commitment to future <br />monitoring and treatment, toward the ultimate goal of control or eradication. <br />4. At this time, I can regard this memo as an adequate and sufficient plan, for all the county-operated <br />gravel pits, if it is followed. There is no indication in the memo that a noxious weed survey has been <br />conducted yet at any sites except the Lee Pit. Therefore, surveys must be conducted at all the other sites, <br />a task to which Mr. Baldwin has stated his commitment. Since this weed control plan is being included in <br />all your gravel pit permits, and the plan only consists of a commitment to-date, completion of the first <br />step of these plans requires that you confirm that surveys were conducted, and that you provide the results <br />of all survevs (for example presence of certain species extent of infestation what recommended <br />treatments will be carried out etc) Survey results may be submitted in the form of brief narrative or map <br />sketch. The survey results can be in a form similar to Mr. Baldwin's December 14, 2000, memo. <br />5. Submittal ofthe weed surveys this first year, as described in (4) above, may be made individually <br />or as a group at the time of their completion, or may submitted as an attachment to each site's respective <br />annual report, due on the anniversary date of each permit. At this time, you do not need to state how these <br />initial survevs will be provided but please just ensure that they are provided Burins this first year. <br />6. The weed control plan will become a part of each permit, to be implemented beginning in 2001. <br />The plan will be part of the mining and/or reclamation phase of each operation. As such, it becomes an <br />item to be monitored by the Division, to ensure that the condition is being controlled successfully, and <br />does not become a problem. Just as you now provide description of all mining and reclamation activities <br />on your annual reports, please besin including description of all noxious weed control program activity in <br />future annual reports. This information can be a brief statement of the county's annual inspections, <br />describing the size and vigor of infestations, treatments performed, treatment results, etc. A memo from <br />Mr. Baldwin, similar to his December 14, 2000, memo can suffice. <br />
