Given these considerations and the limited <br />redisturbance associated with the proposed fan installation, this activity is not <br />expected to significantly impact surface or groundwater quality, quantity, use <br />or hydrologic balance. A detailed discussion of hydrology is presented in <br />Sections 2.04.5 and 2.04.6 of the EFCI permit application document (Volume <br />1). <br />SOILS, VEGETATION, FISH AND WILDLIFE, AND PRIME FARMLANDS <br />(2.04.8 THROUGH 2.04.21) <br />Refer to Sections 2.04.8, 9, 10, 11 and 12 of the EFCI permit application <br />document (Volume 1). <br />OPERATION AND RECLAMATION PLANS (2.05) <br />The proposed south fan installation will require surface disturbance of only 0.4 <br />acres and will involve very limited construction, operation, and maintenance <br />activities. Fan installation will involve the following sequential steps: <br />- Grade the existing light-use road and install drainage structures; <br />- Establish alternative drainage control; <br />- Clear and grade the fan installation site and establish a temporary <br />stockpile of excess cut material; <br />- Open the fan portal and stabilize surrounding highwall areas; <br />- Extend the existing powerline to the site; <br />- Stabilize mine entries and construct necessary seals; <br />- Construct and install foundation, fan housing, fan and associated <br />components. <br />12/2~/Dt fpm 6 <br />
