South/field Mine <br />Minor Revision Request No. 16 <br />South Fan Installation <br />since surface disturbance will be minimal and existing vegetative <br />materials will generally be retained to control runoff. <br />Given the noted considerations which address all applicable exemption <br />requirements of Rule 4.05.2(3), coupled with the limited precipitation and <br />runoff in this area, EFCI requests approval of a small area exemption for <br />the proposed disturbance. <br />Clear and Grade Site and Establish Temporary Stockpile <br />The proposed fan installation will be on the existing portal bench and <br />associated earthwork requirements are expected to be minimal. EFCI <br />will clear and grade an area of approximately 0.06 acres immediately <br />adjacent to the portal to facilitate construction of required foundations <br />and installation of the fan housing and associated equipment. Grading <br />will include removal of fill material previously placed to limit access to the <br />portals and any material which has sloughed off the adjacent highwall. <br />EFCI estimates that approximately 650 cubic yards will need to be <br />removed and placed in a temporary stockpile for use in future site <br />reclamation. <br />Site clearing and grading will be accomplished using a wheel loader <br />and/or tracked dozer and excess material will be hauled to the stockpile <br />by either the loader or a rear-dump truck. The proposed stockpile <br />location, covering approximately 0.13 acres, is within the previously <br />disturbed area on the west side of the existing light-use road as shown <br />on the South Mine Fan Installation Map, (Map MR16-1). The stockpile <br />will be approximately 5 to 10 feet in height, will be constructed in <br />sequential horizontal lifts with sideslopes graded to 3H:iV, and will be <br />stabilized by seeding with the temporary seed mixture described by <br />c: Mork p fie ravnol8.HB0 <br />,ziz3ia, 6pm 9 <br />
