~ -_ ~'
' II. Operation Plan (con't)
A cleaning plant may be necessary depending on the extracted coal. Coal
characteristics are uncertain at this point.
CYCC will request a further delay and extension in contemporaneous
reclamation for pit 2. Tliey want to utilize the unreclaimed open pit
for waste disposal. The Division's concerns were directed towards ground •~
water quality. CYCC will have to address this. It was decided that a
trigger date would be established whereby either CYCC submitts a new
application for full production or pit 2 will have to be reclaimed.
The mining method will be room and pillar with a continuous miner. All
entries could be utilized for access to federal coal at a later date.
Monuments will be established in caved areas to predict the angle of
draw and rock mechanics. CYCC hopes to identify potential problems and
environmental factors prior to full development. There are no structures
above the pilot project area.
CYCC is planning to do a stability analysis of the old spoils above pit 2
where there is evidence of instability. Surface disturbance resulting
from regrading will have to be addressed in the revisions so the Division
can review the analysis and comment on it.
III. Geoloev
Wadge coal will be mined; the dip is to the MJ; there are no major faults as
determined from drill holes (4 drill holes/mile).
IV. Hydrologic Balance
There are two affected surface drainage streams:
1. Foidel Creek, an intermittent stream, which runs 3-4 months/year and;
2. Fish Creek, a perennial stream.
The overlying aquifers are:
1. Overburden - 70' directly above the coal; recharged at highwall;
expected to discharge into the ug mine. Dewatering is not expected to
result in stream depletion.
2. Twentymile sandstone - 5-700' above Wadge coal seam; recharged at
outcrop in Mine No. 1. Pump test results indicate no connection to
overburden aquifer.
3. Alluvial - Foidel and Fish Creeks.
Water will be pumped from the mine to sumps in pit 2 and then passed through
the sedimentation pond system.
Calculations demonstrating adequate storage volume to include mine water
will have to be provided.
