This technical revision requests an <br />incidental permit boundary change. The additional permit area will <br />be partially disturbed to allow for construction of a deadhead <br />route for the 650 dragline to walk from the Seneca II mine to the <br />Yoast mining area. <br />• The additional area is required to construct two "light-use" one <br />time only, deadhead routes. The first road will be located at the <br />intersection of the Seneca II mine entrance road and Routt County <br />Road 27 (RCR27). This road will serve a dual purpose. While the <br />dragline crosses RCR27 traffic will be detoured along the <br />constructed road to keep traffic flowing. As soon as RCR27 has been <br />cleared off, after the crossing, it will be reopened for traffic. <br />The dragline will then deadhead down the road and tie into Yoast <br />Road "A". <br />The second road will be constructed from Yoast Road "A" to safely <br />walk the dragline under existing PSCO/wAPA powerlines and maintain <br />the minimum clearance distance to pass safely under the powerlines. <br />Both roads will be constructed shortly before the dragline starts <br />his deadhead. They will be reclaimed immediately after the dragline <br />utilizes each road. Seneca has scheduled this move for the third <br />week in September. we would appreciate an expeditious review of <br />this revision so we can achieve our anticipated schedule. if the <br />Division comes up with any concerns, please contact me and we will <br />start responding while you finish your review of this revision. <br />The reclamation bond cost estimate has also been updated to account <br />for several changes made in the last few revisions submitted. A <br />cost to reclaim the deadhead roads associated with this revision <br />has been added. From MR06, the powerline has been reduced to 3.0 <br />• miles in length, 400 feet of light-use road added, 0.2 miles of <br />access road to the old explosives storage area was removed and the <br />Seneca Coal Company • P.O.
