• iii iiiiiiiiiiiu iii • <br />999 <br />MESA GRAVEL PIT <br />• INTRODUCTION <br />1.0 BACKGROUND <br />The existing Pens.. Area is located approximately 4.5 miles southeast of the Town of <br />Hayden in Routt County, Colorado. The subject sand and gravel operation was originally <br />permitted in August 1980 as a 9.95 acre gravel borrow source. With depletion of the <br />original gravel reserves and identification of substantial additional gravel reserves, an <br />application for expansion of the operation to encompass 93.7 acres (original 9.95 acres <br />plus additional areas totaling 83.75 acres) was filed in March 1982 and subsequently <br />approved by both the Colorado Mined Land Reclamation Division and Routt County. <br />Due primarily to drainage concerns expressed by an adjacent landowner and the <br />presence of several power transmission lines, which cross the west side of the expanded <br />Permit Area, Seneca Coal Company (SCC) agreed to a stipulation limiting gravel <br />extraction for the first phase of the proposed expansion. Under this stipulation, gravel <br />extraction would be limited to an area east of the existing 230 KV Western Area Power <br />Administration (WAPA) transmission lines and a corresponding drainage divide (refer to <br />cross-section A-A' line on Exhibit F-2). The stipulation allowed both permitting and gravel <br />extraction operations to proceed and provided a reasonable mechanism for subsequent <br />resolution of outstanding concerns. <br />At this time, available gravel reserves in the Phase I expansion area are nearly depleted <br />and SCC desires to proceed with Phase II of the expansion in order to recover the <br />remaining gravel reserves within the existing Permit Area. Issues related to protection of <br />the existing power transmission lines have been resolved through agreement with WAPA <br />(refer to Appendix D-1) and SCC feels that drainage concerns can be adequately <br />addressed through proper engineering design, proposed reclamation measures, and with <br />the cooperation of adjacent landowners. <br />2.0 PERMIT AMENDMENT <br />• This permit amendment does not change the area or configuration of the previously <br />approved Permit Area.
