~FARGE <br />NORTH AMERICA <br />AGGREGATES, CONCRETE <br />& ASPHALT <br />Lafarge has a low water crossing permit from the U.S. Army Corps of Engineers (Nationwide <br />Permit 14), which authorizes this activity (See Figure 3). <br />The remaining portion of the pond designated to be open water will be allowed to fill with <br />groundwater after the reclaimed slopes have been seeded. This will occur when dewatering <br />activities in the area are halted. Lafarge has a Substitute Water Supply Plan (SWSP) that permits <br />groundwater exposure (See Figure 4). The renewal request for the SWSP was sent on September <br />26, 2006 to the State Engineer's Office. <br />Rule 6.4.5 Exhibit E -Reclamation Plan <br />Response: The details for how the silt storage area will be reclaimed are included in Amendment <br />02 to the permit. No changes to the grading plan, anticipated slope, topsoil replacement depth, <br />and revegetation including seeding application rates are being made in this Amendment 03 <br />application. <br />Rule 6.46 Exhibit F -Reclamation Plan Map <br />Response: The corrections requested for Exhibit F, Reclamation Plan Map have been completed <br />and enclosed with this letter. The correct permit boundary has been updated on the map. <br />Rule 6.4.12 Exhibit L -Reclamation Costs <br />Response: No changes to the reclamation costs specified in Amendment 02 are being proposed <br />for Amendment 03.
