Ms. loons Comaniciu <br />RE: Upper Poudre River SWSP Renews! <br />September 26, 2006 <br />Page 4 of 5 <br />the dewatering operations at any of the sites occur during the projected term of this plan, an <br />amendment will be submitted to the SEO with a new water balance and adequate replacements <br />Water Balance for Water Year 2007 <br />Table No. 5 shows the water balance of the total mining depletions and the accretion to the river from <br />the lagged historic use credit from the 5.75 Taylor and Gill Ditch shares. There is a positive net <br />impact to the Poudre River only during the months of June through October 2007 (Table No. 5). <br />Table No. 5 includes a calculation for the estimated evaporation from the Taylor and Gill Ditch water <br />briefly exposed at the rechazge site. The gross evaporation for this area is approximately 3.2 feet or <br />38 inches, which was used to determine the evaporative consumptive use. The estimated recharge site <br />size is one acre. To be conservative, the plan assumes the entire surface of recharge site exposed <br />some ditch water to evaporation during the irrigation season when water could be diverted into the <br />rechazge site. The rechazge site does not expose groundwater. There may not be water in the <br />rechazge site each day of the 2007 season, but these days cannot be predicted so the plan will assume <br />the site has some gross evaporative loss throughout the season. Table No. 5 shows the estimated <br />evaporative consumptive use from the rechazge site is approximately 2.6 acre-feet <br />During the winter months when the historic use credit from the rechazge program is insufficient, a <br />lease from the Tri-Districts will make the additional replacements for the depletions (Table No. 6). <br />The Tri-Districts have water rights decreed for augmentation, which can be released during each <br />month of the yeaz for various locations on the Poudre River as required by the Division Engineer. All <br />releases will be coordinated with the Poudre River Water Commissioner. <br />The total amount of replacement water required including transit losses will be 29.8 acre-feet in Water <br />Year 2007 (Table No. 6). The previously accepted transit loss of 7.8 percent is the farthest distance to <br />a replacement source available to the Tri-Districts. The total volume leased from the Tri-Districts is <br />32.1 acre-feet (Table No. 6). A copy of the lease from the Tri-Districts for Water Yeaz 2007 will be <br />submitted to the SEO when it is received. <br />SURROUNDING WATER RIGHTS <br />The well permit remains valid for the mining sites and no new applications are required. The three <br />mining sites received the following well permits: <br />• Home Office Pit -Permit No. 42997-F <br />• North Taft Hill Expansion Site -Permit No. 62410-F <br />• Overland Ponds Site -Permit No. 60138-F <br />LONG-TERM AUGMENTATION <br />Lafazge West, Inc. has a decreed water storage application for the Home Office Pit and the North Taft <br />Hill Expansion Site in Case No. 92CWI57. The decree includes the storage in four lined reservoirs <br />and a junior diversion right on the north side of the Poudre River. The City of Greeley and the Tri- <br />Districts filed a water storage application in Case No. O1CW2$1 for the Overland Ponds Site and a <br />portion of the Home Office Pit on the south side of the Poudre River. <br />
