CONCRETE BATCH P~NT - A concrete batch plant oper~:;d by Lafarge is located a <br />short distance south o e asphalt plant. Lafarge formally own as Western Mobile, <br />purchased and began renovation of the plant during the winter of 1996-1997. Production <br />began in May of 1997. Plant renovation efforts included special upgrades to the dust <br />control features. Water is obtained from the previously mention dust control pond. Prior <br />to operating at the Vagneur Site, Lafarge was located at the nearby "Pitkin Iron" property. <br />HAUL ROAD -The existing roads and access serving the site are well maintained and are <br />in good repair. Access to the site is gained from State Highway 82, Smith Road and an <br />existing private asphalt paved road. In addition to providing access to the gravel pit, the <br />haul route also provides access to two privately owned properties adjacent to the permit <br />boundary. Atypical peak of 200 loads per day utilize the haul route. Several types of <br />trucks are used; 10 yard dump trucks with a capacity of 15 tons and 23 ton capacity belly <br />dump trucks and redi-mix concrete delivery trucks. Most of the trucks that use the haul <br />route are not owned by either Elam Construction, or Lafarge, but, by Federal, State and <br />Local Government agencies and private haulers. Speed limit and other traffic control signs <br />can be found along the entire length of the haul route. Water is used on a continual basis <br />to control dust on the haul roads and within the mining area. <br />EMPLOYEE HOUSING -Approximately one acre of the property is reserved for temporary, <br />short term, seasonal use by employees of Elam Construction for the parking of RV units <br />and one caretakers year-round dwelling. The entire housing area is screened and buffered <br />from the surrounding area by a seeded, 10 foot high earthen berm. In 1998 the RV parking <br />area was expanded from 13 units to 20. Part of the expansion efforts included the <br />construction of a completely new septic tank an absorption field. A Site Plan which depicts <br />to location of the expanded number of units can also be found in Exhibit C. <br />FUEL STORAGE AREA -Two fuel storage areas are currently located on the site. A <br />1,200 square foot area adjacent to the main office, and one near the concrete batch plant <br />has been designated as fuel storage facilities. Containment dikes prevent any discharges <br />of fuel from leaving the site. A maximum of 20,000 gallons of fuel is stored in above <br />ground tanks at the two fuel areas. An engineered Spill Prevention, Control and Counter <br />Measure Plan is on file with the State of Colorado Labor and Employment's Oil Inspection <br />
