Ms. Christine Johnston
Mountain Coal Company
Page 6
April 14, 1997
29. The Division has no further concerns. Subwatersheds 46C, 46D, 46E, 46F, 44B, 44C,
44D, 39C and 39D were correctly routed in the revised Sedcad designs, which were
submitted on Mazch 7, 1997.
30. The Division has no further concerns. The issue of the flow path concerning culvert
CSLY-5 is no longer a concern due to the elimination of that particular culvert in the
redesign of the drainage control system.
31. The Division has no further concerns. The routing diagram on Map 54B has been revised
to show the correct flow diagram for culverts CSLY-3 and CSLY-8 and ditch DSLY-8.
The revised Map 54B was submitted on Mazch 7, 1997.
32. The Division has no further concerns. MCC chose not to reference the ditch diagrams on
Drawing E611307A with the actual ditch numbers. However, Map 54B, Table 44E-1 and
Attachment 44E-1 have been revised to include the necessary ditch design data, thereby
eliminating the need to reference any other drawing. The revised information was in the
March 7, 1997 submittal.
33. The Division has no further concerns. The two pages of the Sedcad designs that were
missing have been included in the revised Sedcad designs, which were submitted on
March 7, 1997.
34. The Division has no further concerns. The peak flow in ditch DSLY-I and in culvert
CSLY-l, as presented in the March 7, 1997 Sedcad submittal, are acceptable.
35. The Division has no further concerns. The sideslopes of the emergency spillway were
correctly entered.
36. The Division has no further concerns. The pond SG-1 drawings now include a scale. New
Drawings E611304A and E611306A were submitted on March 7, 1997, and replace
drawing "Sediment Pond SG-1 Plan, Sections, and Details", that had been submitted on
November 1 S, 1996.
37. The Division was concerned that no anti-seep collars were in the designs for the pond SG-
1 primary spillway tube, as the tube passes through the pond embankment. MCC has
added a boot, for the primary discharge structure, onto the 60 mil HDPE liner of the pond
SG-1 design specifications. The revised design is shown on new drawing E611306A,
which was submitted on March 7, 1997. The Division recommends that anti-seep collars
still be installed on the discharge tube itself, as it passes through the embankment, as
