DMG requested additional information regazding the material balances for the <br />Transmission/Water Tanks Road. As noted in Comment SS, below, we are still in need <br />of additional details for all SGFA disturbed areas. <br />2.OS•3(41 Ponds, impoundments and diversions <br />24. The Division had a concern that the Sedcad designs did not account for any base flow, <br />even though mine water pumpage during shaft construction, and spring or seep flow could <br />be present. MCC responded that mine water pumpage was included in the March 7, 1997 <br />Sedcad submittal and that there was no effect. MCC also stated that spring and seep flow <br />was negligible. <br />First, it does not appear that the March 7, 1997 Sedcad submittal accounted for a base <br />flow of 2S gpm (.055 cfs). In a test run at the Division, a base flow of .OSS cfs was <br />rounded up to .l cfs by the computer program, and this value appeared in the Sedcad <br />printout for base flow. In MCC's Sedcad of March 7, 1997, a base flow of 0.0 appears <br />in the printout. Please explain. <br />Second, referring to Table ]2 on page 2.05-85 of the permit application, it appeazs that <br />there are several springs which could, cumulatively, flow at about 20 to 2S gpm. <br />The Division would like MCC to reconsider the issue of base flow in Sylvester Gulch, <br />as mine water pumpage and spring flow, and how it would affect the Sedcad designs. <br />25. The Division has no further concerns. A freeboard of .3 feet was added to all of the ditch <br />designs. MCC supplied revised Sedcad ditch designs, revised Map 546, revised Table 44E <br />and revised Attachment 44E-1 on March 7, 1997. <br />26. The Division has no further concerns. MCC has included ditch lining information and <br />sideslope dimensions to the permit application. Map S4B, Table 44E-1 and Attachment <br />44E-1 were revised on March 7, 1997. <br />27. The Division has no further concerns. The Sedcad utility designs, in conjunction with the <br />Sedcad drainage designs, contain all of the necessary ditch and culvert information. No <br />Sedcad designs were revised. <br />28. The Division has no further concerns. The acreage for subwatershed 44D was revised. <br />New Sedcad drainage basin hydrology designs were submitted on March 7, 1997. <br />
