• The reconstructed drainage system on Moffat was developed under Permit C-80- <br />001. The premising drainage consisted of five drainage basins with two of the <br />basins being inclose proximity to each other and in the immediate vicinity of the <br />final pit. The postmining system consists of four drainage basins. A single large <br />drainage basin constructed by the reclamation of the final pit encompassed the azea <br />previously occupied by the two smaller premising basins which were in close <br />proximity to each other. The premising environment only contained defined <br />drainage features along the lower portion of the hillslope. During reclamation of <br />the azea, a total of six designed drainage structures were placed on the lower slopes. <br />In addition to the features constructed on the postmining landscape described above, <br />two permanent roads, a permanent impoundment and a permanent collection ditch <br />have been constructed to support the postmining land use. The two roads, North <br />Access Road and Lower Moffat Road, consist of narrowed versions of haul roads <br />used during the mining process. The North Access Road is anall-weather road <br />• providing initial access to the property and serves as the main roadway on the north <br />half of the property. This road has a width of 40 feet to enable two-way semi-truck <br />traffic. The Lower Moffat Road is anall-weather road providing access to the <br />Moffat pond and the lower slopes of the Moffat azea. This road has a width of 20 <br />feet to accommodate light truck and equipment traffic. The Moffat Pond has been <br />retained as a permanent impoundment to provide a water source along the lower <br />slope of the hillside. The pond was constructed to enable livestock access along all <br />portions of the shoreline. A collection ditch extending southwazd from the pond has <br />been retained to enhance the pond's water harvesting capabilities. <br />Two temporary drainage structures also exist in the area to route runoff from the <br />reclaimed area to the sedimentation pond (Moffat pond). These drainage structures <br />are designated to remain in place until vegetation on the Moffat area has become <br />established (Phase II bond release). <br />• <br />
