h. Site 315 monitored pit water in the 720 Pit. The staff was aware <br />that monitoring at this site ended in mid-June 1989 due to access <br />problems. The Division welcomes Kerr's proposal to monitor pit <br />water in Pit 1 as a replacement site. However, it would decrease <br />confusion if the new site was given another identification. Please <br />modify Map 16A, page 23-177 and the monitoring procedures and <br />sample type accordingly. <br />i. It is the Division's perception that water monitoring is performed <br />to provide information about the quality of the water that may be <br />anticipated from spoil aquifer development. Thus, it is more <br />appropriate that this site be monitored for full suite water <br />quality as represented by sample type D. Please modify the <br />appropriate pages. <br />j. Please identify on page 23-188 and 23-190 the seams which are <br />monitored by the BLS and BL wells respectively. <br />The following are mostly typographical misuses or omissions. <br />a. Map 22 is referenced for the surface water calculations. Map 16A <br />is the correct map. <br />b. The embankment top width formula is incorrectly presented on <br />pages 23-162 and 23-168. Please modify these equations to read <br />W = (H+35)/5. <br />c. The equation for "S" is improperly presented on page 23-14. Please <br />modify the equation to read S = (1000/CN)-10. <br />d. Ditch A-2 is not shown on map 16A. Since this ditch is <br />significantly larger, its location and the associated drainage area <br />is important. <br />On page 23-43 Kerr states that trash rack/anti-vortex devices as <br />shown in Volume 10, Plate 1 in the approved permit were replaced <br />with expanded metal trash screens. This change decreases <br />efficiency of this structure and impacts, especially, the pond's <br />capacity in the 25-year, 24-hour event. Please address how this <br />change affects the capacity of the pond. <br />f. The drainage design parameters are clouded by not showing sub-areas <br />on map 16A. Please delineate the sub-areas. <br />8. Map 37A, Kerr Mine Area Post-Mining Topography shows PD-1 and PD-2 <br />draining towards a tributary of Bolton Draw. Will the water in these <br />ditches drain out of the permit area? We are asking because a depression <br />contour is shown east of (below) the 8175' elevation line and there <br />appears to be only a 1.56% grade between the 8175' and 8150' elevation <br />contours. The Division's prior experience has shown that slopes of less <br />than 2% grade are difficult to construct and difficult in which to <br />maintain positive drainage. Apparently Map 5A was not marked with the <br />Hines Lumber Company Spring, No. 20. Please modify the map as indicated <br />by the response. <br />-5- <br />
