5. This response is acceptable. <br />6. a. Kerr's proposal to eliminate five coal wells from the monitoring <br />plan seems to make sense in light of the well locations on the <br />eastern limb of the Johnny Moore syncline. However, the staff has <br />reservations about the capability of the remaining program to <br />address impacts based on one coal water quality well. Usually, the <br />Division requests that a minimum of three wells be monitored to <br />achieve replication with acceptable scientific sampling <br />procedures. Please propose additional wells on the western limb of <br />the syncline which would provide coal water quality data. <br />The Division accepts the elimination of AI-1 and AI-2 as the Bush Draw <br />alluvium still has alluvial wells up and downstream of disturbance. <br />b. The revision of the hydrologic monitoring plan is not backed up by <br />modifications in the narrative. Please modify pages 23-177, <br />23-188, 23-193, 21-205, 21-206 to reflect the proposed changes. In <br />addition, please make appropriate changes on 780-10-7bb through <br />780-109aaa. <br />c. The following inconsistency was noted in the monitoring plan. <br />Page 23-177 indicates that surface water site 322 (Pond G) is not <br />being monitored at this time, while page 23-182 and field <br />experience indicate that it is being monitored. <br />d. Page 23-202 is followed by pages 21-203 through 21-209. Please <br />correct the pagination. <br />e. Sample types C and D on pages 23-202 and 21-203 indicate that <br />calcium, sodium and SAR will be reported. As magnesium levels must <br />be measured to obtain the SAR reading, the Division requests that <br />magnesium levels be reported also. <br />f. Table 61(b), Kerr Mine Area Hydrologic Monitoring Schedule commits <br />Kerr to monitoring aluminum, arsenic, barium, fluoride, selenium, <br />vanadium and zinc on surface water monitor stations. The table <br />also has Kerr monitoring arsenic, fluoride, selenium and zinc in <br />the bedrock water level sample wells. Please provide a statistical <br />evaluation of historical data to prove that these parameters are <br />less than receiving stream/groundwater and material damage <br />standards as appropriate. <br />g. Surface water sites 300 and 327, and 306 and 314 should be <br />monitored on similar schedule for similar parameters, so Kerr and <br />the Division can identify the impacts produced by disturbance at <br />the mine. Please add sites 300 and 306 to the selected surface <br />stations list on page 23-183. <br />-4- <br />
