Long <br />Division Director <br />The Division has completed review of TCC's responses to our questions outlined in our letter dated <br />November 27, 1992. Our response is presented below. <br />DMG concern No. 1 - TCC response accepted. <br />~1-e_ <br />DMG concern No. 5 - Ther is still some serious deficiencies in the topsoil information. TCC's <br />response does not account or the 65,000 cyd shortage which will exist. After a detailed review <br />of the Foidel Creek permit as well as the C-81-071 permit it is evident that new or additional <br />information is required concerning not only the waste pile topsoil requirements but the overall <br />topsoil requirements for the Foidel Creek disturbance. The following are calculations which show <br />problematic areas with regard to topsoil volumes and redistribution. <br />There are 142 acres of reclamation available for re-strip from the footprint at an assumed depth of <br />1.5 feet. <br />(142 acres) (1 cvd)143560 ftZ111.5 ftl = 343,640 cyds topsoil available from footprint. <br />(27 fi[ 1 <br />(343,640 cyds1l.05 loss) = 17,182 cyds lost during pickup. <br />343,640 cyds <br />- 17.182 cyds <br />326,458 cyds available for stockpiling from footprint area <br />From the CTL technical report, it is shown that 478,000 cyds are needed to cover the surface of <br />the completed pile to a depth of 1.5 feet. <br />478,000 cyds <br />- 326.458 cyds <br />151,542 cyds <br />The Division calculates a deficit of 151,542 cyds. This is in contrast to the projected shortage of <br />65,000 cyds calculated by CTL. <br />Additionally, 337.8 acres are currently disturbed at the Foidel Creek Mine. From Map 29, <br />245,960 cyds are stockpiled at the main facilities area.
