The Division has completed review of TCC's responses to our questions outlined in our letter dated
November 27, 1992. Our response is presented below.
DMG concern No. 1 - TCC response accepted.

DMG concern No. 5 - Ther is still some serious deficiencies in the topsoil information. TCC's
response does not account or the 65,000 cyd shortage which will exist. After a detailed review
of the Foidel Creek permit as well as the C-81-071 permit it is evident that new or additional
information is required concerning not only the waste pile topsoil requirements but the overall
topsoil requirements for the Foidel Creek disturbance. The following are calculations which show
problematic areas with regard to topsoil volumes and redistribution.
There are 142 acres of reclamation available for re-strip from the footprint at an assumed depth of
1.5 feet.

From the CTL technical report, it is shown that 478,000 cyds are needed to cover the surface of
the completed pile to a depth of 1.5 feet.

The Division calculates a deficit of 151,542 cyds. This is in contrast to the projected shortage of
65,000 cyds calculated by CTL.
Additionally, 337.8 acres are currently disturbed at the Foidel Creek Mine. From Map 29,
245,960 cyds are stockpiled at the main facilities area. The weighted average laydown for the
disturbed areas represented Inot all are shown on the map) is .967 feet.
