The post-mining land use of the property is for water storage <br />and attendant wetlands and wildlife habitat. The Reclamation Plan assumes the cost for <br />restoration of the mining area as a reservoir with attendant wetlands and wildlife habitat. <br />~a] Mining Methods and Locations <br />ASCI proposes to continue to dry mine the site including the amendment area. As <br />previously described, Area 2 will be wet mined during the low-flow period on the South <br />Platte River. Dry mining will continue from Area 1 (the main excavation azea and plant <br />sites area) into the amendment area (revised Area 3). Area 2 (revised from Area 3 pet the <br />amended Mine Plan Map) -0n the lower bench, will have been mined and backfilled <br />during the first two years of the currently approved conditional use. Mining on the <br />amendment area will continue from the south on Area 1, progressing north and east in the <br />amendment area, toward the mining limits. The construction of the compacted clay liner <br />will begin as soon as sufficient azea is available to begin slope backfill operations, as <br />approved in the current permit for this site. ASCI will construct the compacted clay liner <br />concurrently with mining operations to minimize groundwater impacts on the adjoining <br />properties, where those impacts might occur. Initial mining operations on the amendment <br />area will include removal and stockpiling or placement of overburden (topsoil) and <br />construction of dewatering trenches. After the overburden has been removed, pit-run <br />material will be excavated with front-end loaders. The material may be loaded on a field <br />conveyor in the mining area and conveyed back to the processing azea or loaded into off- <br />road haul trucks. Until excavation into the shale at the base of the sand and grave{ <br />deposit is required for construction of the clay liner, an approximately 18-inch thick layer <br />of sand and gravel will be left for drainage and traction purposes. The Table located <br />elsewhere in this Exhibit shows the Mine Areas, Mine Phases, yeazs of mining and <br />reclamation, mined acres and Reclamation Areas for the entire permit azea, including the <br />amendment azea. <br />(b) Earthmovin¢ Operations <br />Earthmoving operations in the amendment azea will begin with general site cleanup, <br />removal of fences and incidental agricultural refuse, with appropriate disposal methods. <br />Trees, shrubs and other excess vegetation will be grubbed and removed, prior to stripping <br />operations. The overburden (topsoil) first stripped will be initially stored and stockpiled <br />for future reclamation. Stockpiles remaining for over one year will be planted with the <br />temporary seed mix referenced in Table E-3 of Exhibit E, the Reclamation Plan. During <br />subsequent stripping operations, ASCI may spread topsoil removed from one area <br />directly on other areas being concurrently reclaimed. <br />Since the site will be reclaimed as a water storage reservoir, excess topsoil may be sold <br />and weathered shale materials excavated from the pit floor will be utilized as slope <br />backfill materials in Areas 1 and 3, whenever possible. <br />Speer Mining Resource 10 October 7, 2002 <br />Asphalt Specialties Company, lnc.
