ASPHALT <br />SPECIALTIES CO. <br />Exhibit D -Mining Plan <br />ASCI is submitting this amendment to the current CDMG 112 Permit, Speer Mining <br />Resource, to gain approval for the following uses to be amended into the permit and onto <br />the Mine and Reclamation Plan Maps: <br />• Sand and gravel mining and <br />^ Reclamation to a water storage reservoir with attendant wetlands <br />and wildlife habitat <br />Exhibit B, the Index Map, shows the general location of both the current permit azea and <br />the area to be amended into the permit. Exhibit C-2, the amended Mine Plan Map and <br />Exhibit F, the amended Reclamation Plan Map, both show the location of these uses. The <br />Mine Plan Map also shows the currently approved locations of the both the aggregate <br />plant site and the recycle plant site. <br />The amended Mine Plan Map shows the Areas of sand and gravel mining for the entire <br />site, as well as the initial and final location of the processing plant. The Areas are <br />numbered in the general sequence of mining that will be accomplished (1 through 4), <br />although mining and reclamation activities will progress concurrently and both mining <br />and reclamation can occur in more than one azea simultaneously. The amended <br />Reclamation Plan Map (Exhibit F) shows the final configuration of the water storage <br />reservoir. <br />MINING PLAN <br />Overview <br />ASCI proposes to develop the amended area for sand and gravel mining by the "dry- <br />mining" method with virgin ("pit-run") material to be either conveyed or hauled to the <br />currently existing and approved processing plant. Sand and gravel will be processed, <br />stockpiled and loaded-out for use as concrete aggregate. Shipping via over-the-road <br />transport trucks will occur as approved with the current conditional use through Adams <br />County. No increase in production of aggregate or increase in the amount of trucks <br />entering or leaving the site is being proposed. Onsite batching of concrete, as currently <br />allowed under the existing Adams County conditional use, will also occur. The total <br />amendment azea is approximately 15.2 acres out of which 11.4 acres is proposed for dry <br />mining. Approximately 41.5 acres of the total permit area acreage, including the <br />amended azea of approximately 67.5 acres, is proposed for mining. As previously <br />appro~+ed in the State CDMG Permit, a 6.2-acre azea (revised Area 2) on a lower bench <br />near to the South Platte River, is designed for wet mining and backfill to grade during the <br />low-flow season of the river. After mining is complete, the main excavated azea will be <br />reclaimed as awater-storage reservoir surrounded by a compacted clay liner that will be <br />constructed in phases, during the reclamation operations.
