ASPHALT <br />SPECIALTIES CO. <br />The original, property, currently permitted as M-1983-176 AM-1, was historically used <br />for an aerial spraying business (Speer Flying Service Inc.). The aerial spraying business <br />stored and handled pesticides and herbicides for agricultwal applications. As a result of <br />this activity, contamination existed in the azea azound one of.the buildings used for <br />mixing of the sprays. A Voluntary Cleanup Plan application and proposal for <br />remediation of the site was submitted to the Colorado Dept. of Public Health and <br />Environment (CDPHE) and was approved. ASCI initiated an extensive investigation, <br />including soil and water sampling and analysis, and completed all cleanup of the site with <br />offsite transport of contaminated soil and all proper documentation, in Mazch 2002. <br />ASCI's amendment property to M-1983-176 AM-1 is in an historic and current sand and <br />gravel mining azea. This amendment provides an excellent opportunity, as with the <br />original Speer Mining Resowce, to improve the bank of the South Platte River and create <br />an amenity for the azea in the ultimate creation of a landscaped water-storage reservoir. <br />An approximately 3-acre flowage and maintenance easement will be granted to <br />UD&FCD which will "dovetail" into the current Permit easement, upon receipt of all <br />approvals required to use the amendment property as proposed, and Adams County will <br />receive this property as a conservation easement for open space/wildlife habitat, under <br />the same conditions. <br />Speer Mining Resource 3 Oc[ober 7, 2002 <br />Asphalt Specialties Company, Inc.
