ASP}[ALT <br />SPEC7A LPIES CO. <br />INTRODUCTION <br />Asphalt Specialties Co., Inc. (ASCI) is submitting this Construction Materials 112 Permit <br />amendment for approval to its existing Speer Mining Resource M-1983-176 AM-1 <br />Permit to the Colorado Division of Minerals and Geology (CDMG). This is the second <br />amendment submittal for this permit. The original Speer Mining Resource Permit was <br />granted to George Speer in 1983 allowing the extraction, processing and hauling of sand <br />and gravel within a 52-acre pazcel of land. In September of 2000, ASCI was granted an <br />amendment (AM-1) to the permitted 52 acres that included not only sand and gravel <br />extraction, processing and hauling, but concrete hatching and recycling operations with a <br />reclaimed water-storage reservoir as the final use. A Succession of Operator from George <br />Speer to ASCI was completed with a financial warranty of $22,000 put into place. <br />Because the reclamation plan for AM-1 is approved for an as yet designed clay-lined <br />water-storage reservoir, the bond has been re-set substantially higher and is active and in <br />compliance. Mining and production began in Mazch 2001. This current request to grant <br />a further amendment to the permit for the Speer Mining Resource is for an approximately <br />15-acre pazcel to be added onto the permit azea for mining only. The location of both the <br />current permit area and the amendment azea are shown on Exhibit B, the Index Map. The <br />total acreage for the amended permit azea will be approximately 67.5 acres. Of the IS <br />acres to be amended onto the permit azea, approximately 11.5 acres will be mined. This <br />amendment request is only for additional acreage to be mined and reclaimed as water <br />storage. <br />Existing buildings on the site will continue to be used and no new structures are proposed <br />with this amendment. As part of the mining and reclamation plan for this site, all existing <br />buildings will be removed. <br />ASCI is concurrently applying for a Conditional Use amendment from Adams County to <br />increase the acreage for our Conditional Use with the County. ASCI will also be <br />amending the following permits and approvals, of which current permits aze valid and in <br />force: <br />1. An amended Gravel Well Permit and Temporary Substitute Supply Plan <br />from the Colorado Division of Water Resources. <br />2. An amended Floodplain Development Permit from Adams County (in <br />cooperation with the Urban Drainage and Flood Control District- <br />UD&FCD). <br />3. Amended conveyance documents to Adams County and UD&FCD for <br />land generally west of the UD&FCD high-water bank for open space and <br />riverbank improvements, respectively. <br />4. An amended APEN for the Site Permit (CDPHE). <br />5.
