Summary <br />The Review Process <br />The Division received a complete application for PR-03 on October 24, 1990. <br />Acknowledgement of this was made to the operator on November 5, 1990. <br />Publication of the proposed permit revision was made November 25, December 7, <br />14 and 21, 1990 in the Durango Herald, Staff comments generated in regard to <br />ad eauacy issues identified during review of the proposed revision were <br />conveyed to National Kinq Coal, Inc. in a letter dated December 28, 1990. Due <br />to the nature of the required responses in regard to these adeauacv issues and <br />Stipulation No. 07 from PR-02 (TR-O1), the required 120 day decision was <br />waived b.y the operator and the review period extended. The final revised <br />narrative and maps in response to the adeauacv summary were received on <br />May 16, 1991. Since the major remaining issues were addressed with this <br />material, the Division is proposing to approve the application for PR-03 with <br />stipulations. <br />The permit area for the Kinq Coal Mine currently includes approximately <br />409 acres of federally owned mineral rights. Since this revision also <br />includes federal mineral ownership, it is also being reviewed by the Office of <br />Surface Mining (OSM). <br />Description of the Environment <br />Please refer to the July 9, 1987 Findings of Compliance (Renewal). <br />Description of the Operation and Reclamation Plans <br />When the area of proposed. PR-03 is added, the revised permit area of the mine <br />will total approximately 1,082 acres, All of the surface ownership is <br />private; approximately 602 acres of mineral ownership is federally owned. <br />The additional 193 acres added by PR-03 lie ad.iacent to the current permit <br />area and is comprised of portions of the SW1/4, SE1/4 and NE1/4, Section 31, <br />T35N, R11W. <br />Mining techniques are unchanged from those described in the July 9, 1987 <br />Findings of Compliance (Renewal). Anticipated life of the mine, however, is <br />estimated through the year 2019 based on a pro.iected production of <br />175,000 t.p.y. <br />Reclamation will consist of dismantling and removino some structures, <br />backfillinq and sealing the underground portals, regrading the area to achieve <br />a stable, productive land form, topsoiling, seeding, and mulching. The <br />proposed post-mining land use is rangeland and wildlife habitat. <br />-3- <br />
