Introduction
This document has been prepared in regard to a Permit Revision application
(PR-03) submitted by National King Coal, Inc. (NKC) on October 24, 1990. The
revision would incorporate an additional 193 acres into the existing permit
area. The surface area is owned by Lawrence Huntington and the mineral
interest is federally owned. The acreage lies immediately west of and
ad.iacent to the current permit area.
The Permit Revision does not involve additional surface disturbance and will
extend the estimated life of the mine from 262 months to 377 months based on
reserve estimates made November 30, 1989 and a pro.iected production of
175,000 t.p..y.
Due to the absence of additional surface disturbance and relatively minor
impacts of the proposed revision on the approved mining and reclamation plan,
many sections of the Division's July 9, 1987 Findings of Compliance for the
Kinq Coal Mine permit renewal and the Findings of Compliance for the Kinq Coal
Mine Permit Revisions O1 and 02 remain applicable and are not changed as a
result of proposed PR-03.
This document is based on information provided in the permit application, the
permit renewal application, both PR-O1 and PR-02 applications and on PR-03
application and adequacy review responses. Where sections of the July 9, 1987
Findings (Permit Renewal) and July 12, 1989 Findings (PR-O1) documents have
not been affected by this proposed revision, the reader will be referred to
those documents. This Findings Document contains or references the following:
1. A summary which includes a description of the Division's review process;
2. A description of the existing environmental conditions;
3. A description of the operation and reclamation plan;
4. The written findings of compliance that the Division is required to make
pursuant to the Colorado Surface Coal Mining Reclamation Act of 1979.
Copies of the application for Permit Revision 03 are on file at the Mined Land
Reclamation Division, 1313 Sherman Street, Room 215, Denver, Colorado and at
the La Plata County Courthouse, 1060 East Second Avenue, Durango, Colorado.
