Rationale for Recommendation with Conditions for Approval, Over Objections; <br />Regular 112 Construction Materials Amendment Application (AM-Ol), <br />Platte Sand & Gravel, LLC <br />S & H Mine, Permit No. M-2000-158 <br />August 13, 2004 <br />Introduction <br />On August 13, 2004, the Division of Minerals and Geology ("Division's issued its recommendation for approval <br />with conditions of a 112 Construction Materials Amendment Application (AM-01), over objections. This document <br />is intended to provide a basis for the Division's recommended approval over various concerns and reasons for <br />objection to the S & H Mine Permit AM-01 Application, File No. M-2000-158. <br />The Platte Sand & Gravel LLC AM-Ol application was found complete and considered filed with the Division on <br />May 24, 2004. The site is located southeast of the South Platte River and approximately 2.5 miles northwest of <br />Platteville in Weld County, Colorado. The property is located in portions of Section 26, 34 and 35 of Township 4 <br />North, Range 67 West and portions of Section 2 in Township 3 North, Range 67 West of the Sixth Principal <br />Meridian. <br />thr August 10, 2001 a permit was issued to Platte Sand & Gravel for the S & H Mine. The pemrit azea is 1,239.40 <br />acres in size, whereas 831.1 I acres will be mined. A total of 408.29 acres will not be disturbed by the mining <br />operation. Cm May 24, 2004 Platte Sand & Gravel submitted AM-Ol to construct a slurry wall azound Shazkey and <br />Longhorn Lakes, for a combined acreage of 336.02. The postmining land use for Longhorn and Shazkey Lakes will be developed <br />water resources. Slopes will be mined at 3h:ly to allow for the changing lake elevations as water is added or <br />removed from the reservoirs. _Phase 1 will consist of constructing a soil-bentonite trench azoun_d the perimeter of _ <br />Longhorn Lake with subsequent removal of the mined deposits and creation of a water storage reservoir. Phase 2 <br />will consist of constructing a soil-bentonite trench azound the perimeter of Shazkey Lake with subsequent removal of <br />the mined deposits and creation of a water storage reservoir. The lining of the Shazkey's Lake area will be tied into <br />the south side of Longhorn Lake. The bentonite slurry wail will be installed using lazge trackhoes and keyed 3 feet <br />into the underlying shale material. The slurry wall will create a seal that blocks groundwater from entering the lined <br />
