<br />and portions on BLM administered lands (40.51 acres). <br />The application indicated that operations would utilize conventional excavation equipment, with a <br />phased mining and reclamation plan. On-site material processing would be limited to material sorting <br />and crushing. Impacts to the prevailing hydrologic balance would be minimized by controlling and <br />treating affected area drainage for sediment with berms, straw bale filters and sediment retention <br />basins. Review of the application did not identify potential adverse impacts to groundwater resulting <br />from the proposed mining and reclamation activities. Affected areas would be reclaimed to support <br />rangeland post mining land use. <br />During the public comment period of DMG's review of the application, DMG received one written <br />objection to the application. In response to the objection, DMG scheduled two public meetings and <br />one public hearing as required by the Act and Rules. No objectors attended the public meetings or <br />hearing in person. However, the Objector-Party submitted written statements to be presented at the <br />hearing in his absence. <br />On November 18, 1998, the Colorado Mined Land Reclamation Board considered the permit <br />application and the jurisdictional issues raised by the Objector-Party, and issued its conditional <br />approval of the Tozer Pit amendment application. <br />Financial warranty (reclamation bond) for county operations are prohibited by statute. Therefore, <br />DMG does not have a reclamation bond for the Tozer Pit. <br />(end of summary) <br />Please find attached, copy of the citizen comments recorded by BLM and provided to DMG. During such a meeting, concerned <br />citizens may procure copies of selected portions of the permit file at 50.25 per page.
