Also from the 90 yeaz record, precipitation amounts were established from the <br />period immediately preceding the growing season (October through May). This period was <br />based on discussions with Mr. Tony Waldron of the Division, as the storage of water in the <br />soil preceding the growing seasons will have an immediate and direct effect on plant growth, <br />particularly in herbaceous cool-season graminoid communities. From the 90 year record, an <br />average precipitation sum for "pre-growing season precipitation" was established. <br />Additionally, records from prior years (1996, 1995, 1994, and 1993) were established which <br />provided sums of the "re-growing season precipitation" (Tables 2-5). From these records, <br />and the 90 yeaz record, it was proposed that the wet yeaz (high precipitation), average year <br />(mean precipitation), and dry year (low precipitation) be determined by a ten percent <br />deviation from the 90 yeaz mean. The wet year would be defined by a "pre-growing season <br />precipitation" accumulation of 12.62 inches or greater precipitation. The dry year would be <br />defined as a year where the "pre-growing season precipitation" accumulation was 10.32 <br />inches of precipitation or less. <br />11. The proposal for establishment of a historic record for evaluation of revegetation success is <br />contained within PR07. <br />The method by which precipitation data will be reviewed each year is contained in the 1996 <br />summary report titled, "Historic Record Study Area, Baseline Chazacterization (1996), <br />Precipitation, Soils, Vegetation, West Elk Mine, Somerset, Colorado", prepared by Savage <br />and Savage. An excerpt from the report is included. A summary report will be completed <br />after each year that vegetation sampling has occurred in the Historic Record Study Area. <br />This summary report, when finalized, will be submitted to CDMG for review. Upon <br />completion of the final vegetation sampling (third year), a revision application will be <br />submitted which includes a final report that details the results of all historic record <br />vegetation sampling and establishes revegetation success standards based on the values of <br />the historic record. This commitment has been added to page 2.05-69. <br />12. MCC agrees that the revegetation success standard for diversity should be based on the <br />species composition of the Historic Record Study Area. To this end, each yeaz's summary <br />report will include information on species composition of the Historic Record Study Area. <br />The final report will include a proposed revegetation success standard for species <br />composition. The permit (Table 41) has been updated to reflect that the species diversity <br />success standard will be established by the Historic Records Study Area. <br />13. Sampling of the Historic Record Study Area will include sampling of woody plant density. <br />As this vegetation community is the prototype for the successful revegetation community, it <br />is anticipated that the woody plant density information collected during the historic record <br />sampling period will be utilized to propose a woody plant density success standard in the <br />final report. The permit (Table 41) has been updated to reflect that the species diversity <br />success standard will be established by the Historic Records Study Area. <br />
