Planting rates <br />(mainly controlled by mean separation distances) were controlled by <br />elope gradient, natural recovery potential, soil depth, and expected <br />competition factors from existing vegetation. The agreed to average <br />density stated in the approved corrective action plan provides a general <br />guide, but it is clear that each site presents unique characteristics <br />that allow the stated average to be exceeded on some sites and not <br />reached on others. The above listed factors largely control forest <br />density under natural conditions and therefore should be used to <br />establish the baseline and goal densities for each of these sites. On <br />the following pages is a listing of the number of trees planted on each <br />area, a goal number range, and a brief description of various factors on <br />each site. A description of the fundamental monitoring program for <br />these plantings is also included at the end. <br />
