Planting rates (mainly controlled by mean separation distances) were controlled by elope gradient, natural recovery potential, soil depth, and expected competition factors from existing vegetation. The agreed to average density stated in the approved corrective action plan provides a general guide, but it is clear that each site presents unique characteristics that allow the stated average to be exceeded on some sites and not reached on others. The above listed factors largely control forest density under natural conditions and therefore should be used to establish the baseline and goal densities for each of these sites. On the following pages is a listing of the number of trees planted on each area, a goal number range, and a brief description of various factors on each site. A description of the fundamental monitoring program for these plantings is also included at the end.
