G87.055: NOVC-95-022. additional mcasotes 2 <br />The Division inspected the mine on October 16, 1995. (October 15, 1995 fell on a Sunday) <br />The reconstruction of Refuse ditch No. 1 was complete. NOV-C-95-022 was terminated as <br />a result of the October 16, 1995 inspection. Energy Fuels had surpassed the design <br />specification in both depth of the ditch, 2.8 ft. versus the design specification of 2.6 ft., and <br />they had provided additional armoring of the channel. The design specifications required <br />rip rap (D50)= 9 inches in the upper portion of the ditch, with grouted riprap (D50)= 9 <br />inches in the lower segment on the ditch. The reconstruction replaced grouted D50= 9 <br />inches in the upper portion of the ditch, and Energy Fuels installed Reno mattress with <br />D50= 9 inch in the lower segment of ditch. The Reno Mattress was cemented into the <br />underlying sandstone base at the pond inlet. Additionally, Energy Fuels blended the grade <br />of the ditch at the South West comer of the pile so there is not an abrupt grade change <br />from 2% to 12.5%. This reconstruction of the ditch exceeds the abatement required in <br />Abatement step No. 1. <br />An additional mitigation step Energy Fuels had implemented that was not requved in the <br />abatement of the NOV was to mobilize equipment from offsite, a dragline and a backhoe, <br />and initiate sediment clean-out of the pond. The South side of the pond had been cleaned, _ <br />with sediment drying on a approved area adjacent to the pond.
