Bonding <br />The Division was unable to fully review the bond calculations because <br />Attachments 3.2 and 3.5 are missing from the submittal. These attach- <br />ments must be included. Review of the existing material raised the fol- <br />lowing adequacy issues. <br />1. The bond summary does not include a job supervisor (with vehicle) in <br />the indirect costs. This is a requirement of all State contracts and <br />must be included. <br />Response <br />Trapper has recalculated the bond for the proposed 1987 Colt Pit activi- <br />ties. A corrected bond calculation is attached. Additionally, the per- <br />formance factor for a D9L dozer was reevaluated and reduced for grading <br />in Colt Pit based on comments in PR-2. Also, copies of revised map M-lOH <br />is included to show topsoil stockpiles and projected replacement <br />locations. <br />A job supervisor with vehicle was included. <br />2. In attachment 3.4, it is not clear where the 80.0 regrading hours <br />from the "1987 Rev." are devised from. This should be explained. In <br />addition, the operating costs from the 1987 Blue Book are $43.75 x <br />1.05 (area factor) _ $45.94. This would bring the total regrade rate <br />to $137.00/hr. <br />Response <br />Trapper has recalculated and provided documentation for regrade hours. <br />The operating costs were not increased by a 1.05 factor as area factors <br />don't apply to operating costs. <br />3. The operating rates in Table 1.4-17 must be substantiated by provid- <br />ing specific information on the equipment to be used (i.e. horse- <br />power, drill size, etc.). Reference to an acceptable cost guide <br />should also be included. <br />cont. <br />
