How any possible contaminants will be handled <br />to insure that they don't reach the river. <br />6. Finalized NPDES Permit and Update of Materials <br />Containment Plan: <br />The 1992 NPDES Permit states that the operator must <br />update the Spill Containment Portion of the permit 90 <br />days after the effective date of the permit. <br />Please have the operator send the Division a copy of the <br />final draft of the NPDES Permit including the updated <br />Materials containment Plan. <br />7. Salt Loading of the Colorado River: <br />Discharges from underground workings exceed the standard <br />set for industrial facilities on the Colorado River. <br />Please have the operator justify these numbers in the <br />Probable Hydrologic Consequences section of the permit. <br />The operator must also submit a salinity report to the <br />Colorado Department of Health by February 28, 1993; a <br />copy of which should be sent to the Division. <br />A PRELIMINARY PROPOSAL: <br />I propose that the operator do a full suite sampling of the <br />Colorado River both immediately upstream and downstream of the mine <br />site (at a location and distance downstream sufficient to sample <br />effects of mine water discharge) during base low flow on the <br />Colorado River. At the same time. a full suite sample would be <br />taken from all discharge points from underground workings. <br />Estimates of flow for the Colorado River and for mine water <br />discharge points should also be made at the same time. All data to <br />be submitted to the Division in the Annual Hydrology Report. <br />Included in the Annual Hydrology Report would be a graph displaying <br />salt loading of the Colorado River over time, using a twelve month <br />average. Also included in the Annual Hydrology Report would be a <br />graph of maximum and minimum pH over time for all mine water <br />discharge points. In addition, any parameters found suspect as a <br />result of the full suite sampling would also be graphed for maximum <br />values over time. <br />The Division would conduct a full suite sample of all mine water <br />discharge sites in October, 1992 to verify any finding of no <br />significant effect. <br />M:\COAL\SFW\HYDROLOGY\RNROAD.02 <br />
