3 <br />4. <br />Monitoring of Water Ouality on Colorado River, Upstream <br />and Downstream of Mine Site: <br />The 1985 Findings Document notes that the Colorado River <br />will be monitored quarterly for those parameters required <br />by the Division. I can find no evidence that the <br />Colorado River is being monitored currently. Page 208 of <br />the permit application (dated 10-31-90) states that "Past <br />monitoring included the Colorado River quality." <br />Please ask the operator <br />a. If water quality monitoring of the Colorado <br />River is ongoing. <br />b. If not, when this monitoring was discontinued <br />and <br />c. What monitoring of the river consisted of <br />prior to any changes in its monitoring. <br />Routing of Discharge from New NPDES Site 002: <br />It is unclear from the permit application, where the <br />discharge from 002 will be routed to and whether any <br />receiving structures will be able to handle the added <br />volume. <br />Please have the operator: <br />a. Submit pages describing how the water from <br />NPDES Site 002 will be routed to the Colorado <br />River. <br />b. Estimate the volume of water to be discharged <br />from 002 and <br />c. How any receiving structures will be able to <br />handle the additional waters. <br />5. Emergencv Discharge of Processing Waste Water: <br />The 1992 NPDES Permit states that in the event of a shut <br />down of the Coal Processing Plant, waters from the plant <br />(which are usually recycled within the plant) will be <br />discharged to Pond 008 or other pond. The permit states <br />that these waters contain materials that might be <br />hazardous to fish life, etc. <br />Please have the operator provide the following <br />information: <br />a. The volume of water that might be involved, <br />should such an emergency discharge take place <br />b. Where the water would go <br />
