ADEQUACY CONCERNS <br />The following are adequacy concerns that the Division has with the proposed bond <br />release. These concerns are a result of the review of the application in conjunction <br />with the bond release inspection. <br />Maps, Backfilling And Grading <br />1. The areas in the proposed bond phase I release request must be delineated <br />on a disturbed area map. The map should show those areas that have been <br />reclaimed (backfilled, topsoiled or seeded) since the implementation of the interim <br />regulations on August 3, 1977. <br />2. The Division will need a final topography map that includes all the areas for <br />the bond release request. Also, the Division will need an isopach map showing the <br />difference in elevation between the as-reclaimed and premining topography for all <br />areas of the bond release. The isopach map of pit no.1 submitted with the <br />application is barely legible. These maps are needed to demonstrate that all spoil <br />has been used to backfill the pits and that there is no excess spoil. These maps <br />must include all areas of the mine including the 720 pit, Pit no.1 and all backfilled <br />areas in between the 720 pit and pit 1. <br />4. All maps submitted as part of this bond release must meet the requirements of <br />Rule 2.01.3(2). This rule requires that maps "shall be prepared by or under the <br />direction of, and certified by, a qualified registered professional engineer or <br />professional geologist." <br />3. The Division will need a mass balance for all the reclaimed areas. This is to <br />delineate areas and quantities of overburden and to assure that all available spoil <br />has been used in the reclamation of the pits. The swell factor of 1.24, documented <br />in the permit, should be reevaluated and confirmed or changed if necessary. A <br />discussion of the overburden strip ratios, in relation to the swell factors for the 720 <br />pit and pit no. 1, should be included. The isopach map submitted with the bond <br />release application show large areas with backfill material deficit. This apparently <br />contradicts the overall swell factor of 1.24 predicted in the permit application. <br />4. During the bond release inspection, several areas in the 720 pit and pit 1 were <br />noted to be steeper than the approved grades of 3.5:1 for the 720 pit and 3:1 for Pit <br />no. 1. These areas are included in this report for reference. The operator should <br />field check the grades with a abney level and mark these on an as-reclaimed contour <br />map. Transects should be taken every 250". This should include all areas <br />Marr Strip, Bond Release 5 May 24, 1994 <br />
