'' <br /> <br /> <br />PAGE 1 <br /> <br />Participated in a complete, oversight inspection of the American <br />Shield Coal Co., Fruita Mine. This was a joint inspection conducted <br />witti'Randy Prir_e rat the Colorado Mined Land P,er_lamatian Divisir_~n. I <br />conducted my field investigation on 9/13/89 partially accompanied by <br />Mr. Price. Weather conditions were clear. and dry with only very minor <br />water ponding noticed at the coal atocl:pile area and damp soil at <br />pond locations due .to recent afternoon showers. The last OSM <br />oversight inspection here was on 6/8/88 and the last MLRD complete <br />inspection was conducted nn 7/18/89. <br />I identified myself to Mr. Larry Smith, Arnhold Welding and <br />Fabrication, who was on site with a crew dismanteling and removing <br />the remaining portal/fan/conveyor facilities. Mr. Smith informed me <br />of a.portal closure deadline imposed by MLRD and we briefly discussed <br />proposed reclamation plans for the site being considered by American <br />Shield. Mr. Smith also indicated that Mssrs. Earl Madden and Greg <br />Lewicki were involved in the reclamation plan development. <br />I made observations and tool: phr_~tagraphs of all disturbed areas. At <br />approximately 2:00 p. m. Mr. Price joined me and we <br />reinspected/discussed several problem areas I had noted during my <br />observations. The problem areas included: excessive erosion and <br />deterioration of access/haulraad surface runoff collection ditches in <br />several areas; failure to maintain road surface grading; and failure <br />to maintain an adequate containment ditch along the south side of the <br />coal stockpile, particularly the southwest corner of the stockpile <br />area. At least two of these areas were cited by MLRD in Notice of <br />Violation C-88-032 issued 6/23/88 as a result of the 6/8/88 joint <br />oversight inspection noted above.
