Lone
Division Dvec mr
RN-02, Foidel Creek Mine, C-82-056
The Division has completed its preliminary review of the information submitted
for permit renewal, as well as the currently approved permit, for the Foidel
Creek Mine. Please respond to the following questions assuming a permit
renewal deadline of May 18, 1993.
The revegetation success sampling methodologies are quite different for
the Foidel Creek Mine compared to the Fish Creek Tipple area. Is it
Twentymile Coal Company's (TCC) intention to collect data to determine
cover, productivity, diversity, and woody stem density as defined in the
currently approved permit or using consistent sampling methodologies over
the entire Foidel Creek Mine permit area?
The probable hydrologic consequences section of the Fish Creek Tipple
Permit uses a worst case example of .003 cfs and 2500 mg/1 for Pond E
discharge. This projected flow value is at least an order of magnitude
lower than the actual condition of .05 cfs, with 2644 mg/1 TDS as
indicated by current monitoring data. Please submit a technical revision
to modify the PHC section of the Fish Creek Tipple permit section to
predict hydrologic consequences based on current data. Include all
information and data which in any way contributes to Fish Creek quantity
and quality. Please use no less than .69 for a TDS/EC ratio in your
calculations as current data supports.
Also include in the technical revision the addition of an alluvial well
in association with surface monitoring site 1003. Currently, no alluvial
monitoring is conducted downstream of Fish Creek Tipple Pond E.
