"A reportable spill is a spill of any toxic or hazazdous substance (including spills of petroleum <br />products) within the permit area reportable to any Division of the Colorado Department of Public <br />Health and the Environment, the national Response Center, the Colorado Emergency Planning <br />Committee, or the State Oil Inspector. The operator shall notify the Office of a reportable spill <br />within the permit area using the same timeframe required by the permit, license, notice, Act, <br />Rule or Regulation governing the reporting of the spill to the appropriate agency. Notice of a <br />reportable spill shall be Faxed to: Minerals Program Supervisor, Division of Reclamation, <br />Mining and Safety, FAX (303) 832-8106. The FAX shall include acall-back number of a <br />responsible company official for the DRMS staff to use as a contact " <br />OFFICE AREA -Consists of a 1,250 square foot office and an adjoining scale used for <br />measurement of sand and gravel products removed from the property. Twelve parking spaces <br />are provided for the 6 office workers and the occasional visitor. Area lighting and solid waste <br />disposal is located neazby. Both of these structures have a concrete foundation. The office area <br />also has a small lab building to the north. Both structures aze on concrete foundations. <br />SCREENING AND BUFFERING -The mining, stockpile, haul road and office areas are <br />adequately screened from view. Screening consists of planted earthen berms which are at least <br />10 feet above the surrounding grade. Access to the property is secured with a chain link fence <br />and a locked gate. <br />UTILITY SERVICE -Sanitary sewer treatment for the office and the RV parking area consist of <br />two separate septic tanks and absorption fields. Water is provided by an existing permitted well <br />located neaz the northeasterly corner of the property. Holy Cross Electric Association provides <br />electric service to the office, RV parking azea, concrete plant and the newly constructed asphalt <br />plant. Since the crushing unit is very portable, electric needs are met by utilizing portable diesel <br />generators. The shed and pump do not have concrete foundations.
