CONCRETE BATCH PLANT - A concrete batch plant, operated by Lafazge, is located a short <br />distance south of the asphalt plant. Lafazge, formally known as Western Mobile, purchased and <br />began renovation of the plant during the winter of 1996-1997. Production began in May of 1997. <br />Plant renovation efforts included special upgrades to the dust control features. Water is obtained <br />from the previously mentioned dust control pond. Prior to operating at the Vagneur Site, <br />Lafarge was located at the neazby "Pitkin Iron" property. A truck washout area is to be located <br />near the concrete batch plant during 2000. The concrete lined facility will preclude any washout <br />water from percolating into the ground <br />HAUL ROAD -The existing roads and access serving the site aze well maintained and are in <br />good repair. Access to the site is gained from State Highway 82, Smith Road and an existing <br />private asphalt paved road. In addition to providing access to the gravel pit, the haul route also <br />provides access to two privately owned properties adjacent to the permit boundary. Atypical <br />maximum of 2001oads per day utilize the haul route. Several types of trucks are used: 10 yard <br />dump trucks with a capacity of 15 tons and 23 ton capacity belly dump trucks and redi-mix <br />concrete delivery trucks. Most of the trucks that use the haul route aze not owned by Elam <br />Construction, or Lafarge, but, by Federal, State and Local Government agencies and private <br />truckers. Speed limit and other traffic control signs can be found along the entire length of the <br />haul route. Water is used on a continual basis to control dust on the haul roads and within the <br />mining azea. <br />EMPLOYEE HOUSING -Approximately 2.78 acres of the Parcel 2 property is reserved for <br />temporary, short term, seasonal use by employees of Elam Construction, Inc, for the parking of <br />RV units and one cazetaker's year-round dwelling. The entire housing area is screened and <br />buffered from the surrounding azea by a seeded, 10 foot high earthen berm. In 1998, the RV <br />pazking area was expanded from 13 units to 20. Part of the expansion efforts included the <br />construction of a completely new septic tank and absorption field.
