The facilities area pond should be included. The sequence shown is not in accordance with the current rate of mining. It would also be helpful, on this exhibit, if the calendar year equivalent of the first mining year were given. Should indicate that West Ridge mining is complete. The progression of mining needs to be updated. Revise if changes in land or mineral ownership have occurred. Current stripping is ahead of the proposed schedule. Both inlets to the pond should be depicted. Please include labelling for the coal seams 39. Please revise Exhibit 3.4-1 to accurately depict the proposed location of all reconstructed drainage channels in the Moffat pit area, as required by Rules 2.05.3(3)(b)(i)(A) and 4.05.3(1). 40. Our copies of the permit application do not include Sheet 2 of 2 of Exhibit 1.0-1, but we believe it is likely that this map will need to be revised to reflect the current progress of operations on West Ridge. Please update the map if necessary, and provide us with copies of the map. If revisions are made, we will need three certified copies of the exhibit. If there are no changes, we will need only two certified copies. The Division will require that P&M submit a complete revision application(s) to address the items listed above on or before July 18, 1994. While reviewing the 1993 Annual Reclamation Report, we identified the following concerns. These items do not require revision in the permit application, but should be addressed in correspondence to the Division, and in future reclamation reports. 41. The seed mix in appendix A indicates that 25 pounds of pure live seed per acre was applied in 1993. This would result in 129 seeds per square foot. The permit calls for 20 seeds per square foot. Please explain this discrepancy. 42. The maps in the ARR list years for topsoil distribution and seeding. In order to avoid confusion as to when year one and subsequent years occur, the maps should also indicate whether these operations occurred in the spring or fall of the year.
