30. Page 4.4-9 states that documentation of seed mixes will be submitted to the Division by <br />December 31 of each year. If P&M wishes to continue supplying this documentation in <br />Annual Reclamation Reports, this paragraph should be revised to reflect the February 15 <br />due date of the Annual Reclamation Report. Please be aware the permit indicates <br />photostatic copies of seed tags will be submitted. This commitment needs to be fulfilled <br />in future reports. <br />31. Permit references to the approved seed mix are confusing. Page 4.4-9 indicates a typical <br />seed mix is found in Table 4.4-2. The permit contains two Tables labelled 4.4-2. An older <br />Table 4.4-2 contains results of a vegetation study. Please clarify whether this second table <br />is still supposed to be in the permit. <br />32. Appendix 4.4-B was established to contain records of seed mixes used during years when <br />seeding was conducted. The appendix is empty and should be updated. <br />33. Section 4.4.7 (pages 4.4-37 through 39) of the Division's copy of the permit application <br />appears to contain old information regarding reclamation success standards which was <br />replaced by the "Bond Release Success Standards" information in section 4.4.2 in 1990. <br />It appears that section 4.4.7 should have been deleted from the application. Is this <br />correct? <br />34. The Edna permit requires P&M to conduct interim vegetation monitoring during years 3 <br />and 4 following seeding and/or topsoil distribution. The permit indicates results from this <br />monitoring will be submitted to the Division by the end of Year 5. Our observations of <br />early vegetation establishment on the live-handled topsoil in the Moffat area indicate that <br />the vegetation looks very promising. The Division is interested inaccurately documenting <br />the establishment of vegetative cover and shrubs in this area. We request P&M's <br />assistance in this regard by asking that P&M provide any Moffat area data that is available <br />at this time. The Division would then consider supplementing P&M's data by having our <br />staff do additional monitoring. This effort would be more productive if the Division can <br />collect data in a manner which correlates with P&M's data. <br />35. Please revise Section 4.6.2.2, so that it coincides with revised information in the Probable <br />Hydrologic Consequences section of the permit application. <br />36. Page 4.7-4 of the approved permit application package states that P&M will conduct <br />annual big game surveys on site. Please incorporate the results, to date, of those surveys. <br />37. Please revise Section 4.8, Bonding, with a new estimate of reclamation costs and revised <br />maps that take into account all revisions to the permit since it was renewed. <br />38.
