1 <br />1 <br />GENERAL <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />1 <br />1 <br /> <br /> <br /> <br /> <br /> <br />1 <br />1 <br />Blue Ribbon Coal Company proposes to construct a borrow area for the <br />purposes of providing supplemental cover material for the recently <br />completed mine bench and for use as fill material that may be required <br />for the operation and for final reclamation. An estimated 8,000 cubic <br />yards of material are available for the referenced purposes. <br />An incidential boundary change shall be required to increase the <br />permit area approximately 3.0 acres. The affected area acreage shall <br />also be increased by approximately 1.5 acres. The proposed boundary <br />changes are shown on Exhibits A and V. <br />LEGAL DESCRIPTION <br />Beginning at a point on the present permit boundary from where the <br />NW Corner of Section 2, T13S, R91W bears N 53° 56' W, a distance <br />1327.5 feet, thence following the permit boundary S 73° 25' E, a <br />distance 258.5 feet, thence following the permit boundary S 2° 05' <br />W a distance 454.1 feet to the SE Corner of Lot 4, thence following <br />the south line of Lot 4 N 88° 49' W, a distance 250 feet, thence N <br />2° 05' E a distance of 522.6 feet more or less to the point of beginning <br />containing 2.80 acres more or less. <br />LEGAL RIGHT OF ENTRY <br />The legal right to enter is found in Exhibit I, Page i-10 of the Blue <br />Ribbon Coal Mine Permit Application. <br />CONSTRUCTION <br />The borrow area shall be prepared by clearing the vegetation cover <br />and then removing the upper soil horizon. The upper soil horizon <br />would then be placed on the surface of the completed bench cover <br />material. The remaining material shall be used on an as needed basis <br />for either fill or growth media. <br />ARCHEOLOGY <br />A 1008 pedestrian archeology survey was completed for the entire 3.0 <br />acre area and the results are found in Appendix F. <br />SEDIMENTATION CONTROL <br />The total affected area shall be approximately 1.5 acres. Blue Ribbon <br />Coal Company is requesting that a small area exemption be granted <br />for the affected area from permanent sediment control features. Tem- <br />porary sedimentation control shall consist of sediment traps and/or <br />small diversion ditches. <br />1 <br />
