5.3.1.6 Mayflower Electrical Substation <br />• Chemical: Non-PCB transformer oil. <br />Description: Approximately 1200 gallons of non-PCB transformer oil is utilized in this <br />substation, which serves as the main electrical distribution facility for the Mayflower Pump <br />Station and Mayflower Waste Water Treatment Plant (MFWWTP). <br />Location: The substation is located between the Mayflower Pump Station and the MFWWTP. <br />Spill Potential: Low. <br />Potential Volume Spilled: 1200 gallons of transformer oil could be spilled if there was a <br />catastrophic failure of the transformer. <br />Prevention and Control: A concrete secondary containment structure, capable of holding 1800 <br />gallons of oil, surrounds the electrical gear. <br />Countermeasures: If transformer oil leaks inside the containment azea, sorbent booms or <br />pillows can be used to clean-up the spillage. Small amounts can be absorbed with floor dry and <br />scooped into a clean container for disposal. <br />. Nearest Clean-up Equipment: Spi11 kits are available in the MFWWTP. <br />Visual Inspections and Integrity Testing: The Mayflower Substation is visually inspected six <br />times per day, seven days per week during operation. During idle periods, the substation is <br />checked visually once per day. <br />Reporting: All spills of transformer oil should be documented using the "Spill and Release <br />Information Sheet" immediately (Appendix 1), and copies provided to the Environmental <br />Department. <br />Conformance with Applicable Requirements: In the Preamble to 40 CFR Part 112 as given in <br />the Federal Register, July 17, 2002, pages 47054-5, it states: "Facilities that use oil operationally <br />include electrical substations, facilities containing electrical transformers, and certain hydraulic <br />or manufacturing equipment. The requirements for bulk storage containers may not always apply <br />to these facilities. Facilities with equipment containing oil for ancillary purposes aze not required <br />to provide the secondary containment required for bulk storage facilities (§112.8(c))." Based on <br />the preceding regulatory discussion, secondary containment is not required for electrical <br />transformers. The overall housekeeping effort around transformers was observed to be good <br />during site inspections on 4-10-03. Applicable state guidelines are assumed to be the same as <br />the Federal Regulations at 40 CFR Part 112, and therefore, under §112.7(j) the electrical <br />transformer facilities discussed in this section aze in conformance with applicable requirements. <br />53 <br />
